What is MAPPS?

“MAPPS Permitting” refers to the “Maui’s Automated Planning and Permitting System,” which is an online platform used by the County of Maui in Hawaii to allow residents and businesses to apply for permits, plan reviews, business licenses, and access other planning-related services entirely online, replacing the previous paper application process; essentially, it’s a digital portal for managing all permitting needs with the Maui County government.

Key points about MAPPS Permitting:

  • Function:

Enables users to submit permit applications, check application status, request inspections, pay invoices, and search public records online.

  • Access:

Users can access the system through a “Customer Self Service” portal to manage their applications and related information.

  • Replaced legacy system:

MAPPS replaced the older “KivaNet” system used by Maui County for planning and permitting.

TIPS for Buyers:

  • be aware that once you become the owner of a property, you are taking responsibility of any non-confirming work that MAY have been performed. It is common to see some minor non-conforming changes to a property such as adding a hose bib to the exterior of the property so you can water your garden more conveniently. In other cases, some properties have large additions that may not have the permit completely finalized. It would be advantageous to know the complete status of the permit or lack of, prior to the purchase.

TIPS for Sellers:

  • Closing out open permits before listing a property is crucial for sellers to avoid scaring off potential buyers. Open permits can signal unresolved issues or uninspected work, raising red flags about the property’s condition, safety, or compliance with local regulations. Buyers may worry about hidden problems, potential fines, or the need to complete costly repairs to close the permits themselves, which can deter offers or lead to lower bids. By resolving open permits, sellers demonstrate transparency, ensure the property meets code requirements, and create a smoother transaction process, making the home more attractive and reassuring to prospective buyers.
